 Ilyas Efendiyev was a closed man to Azerbaijan, within Azerbaijan to Garabagh, within Garabagh to Fuzuli, to his own generation with deep feelings and his from time to time memories about childhood, the richness of ethnographic details in those memories, the profouness of the observations, his respect for the people who've passed away long before, the moral values of those days, the skilfullness of giving characters of the people around him, the coloring of childhood with three sentences influenced the man so that you have travelled his sweet childhood period together with him, having broken all the time laws.

Cultural relationship between Ilyas Afandiyev Literary Charity Foundation and international organizations, the embassies in our republic is expanding day after day. To propagate Azerbaijan culture, art, literature, history, the reality of Azerbaijan of today, to serve to the strengthening if our State organization, to improve the image of our people before the eyes of world Society is one of the main principles of the Foundation. International Relations department establishing relations with the Citizens of foreign countries, Azerbaijanis residing in foreign countries, Diasporas, and non-governmental organizations is already operating. Mutual operating program with some embassies and Japanese Embassy in our country has been worked out. One of the project programs is to be realized by the “TOMODACHI” Japanese Cultural Centre attached to the Foundation. “TOMODACHI” means “friends” in Japanese. As it’s clear from the name of the centre its main purpose is to establish friendship relations between our people, to expand cultural cooperation between our countries, to raise the interest to Japan and to secure the Japanese interest to the Republic of Azerbaijan.
And to guarantee the affirmative answers to their interest to our republic. The other reason for the establishment of the centre is to set up Japanese resource centre in the level of non-governmental organizations for the Japanese literature, culture and art in our native language.
Every year on the 3rd of March the Japanese celebrate their “Hina Matsuri” Dolls Holiday. Taking into consideration the great interest to the holiday “”Tomodachi” Japanese Cultural centre of the Foundation organized Artistic Exhibition devoted to “Hinaa Matsuri” Dolls Holiday on the very day. Distinguished art workers of our republic, the representatives of Japan Embassy here, teachers and students of Baku State University and University of Culture and Art has willingly visited the exhibition.
